Why did Israel create an honor for non-Jews who risked their lives in the Holocaust?

Nazi Germany and its collaborators murdered around six million Jews between 1941 and 1945. Since 1953, Israel has worked to honour by name the non-Jews who risked their lives to save Jews: 28,486 of them by 2023.
